advances will further improve the success
and productivity of the nation with the
elements of good health in a sustainable
manner,” he said.
The theme of this year’s Labour Day
could not be more appropriate as it stays
true to the Ministry of Human Resources’
own aspiration. It demonstrates the gov-
ernment’s concern for the welfare and
health of the workers in Malaysia who
constantly strive to contribute their very
best in terms of energy and ideas to spur
the economy so as to make Malaysia a
high-income country.

list is to create employment opportunities
and secure employee rights to develop a
workforce that is productive, competitive,
disciplined, caring and responsive to the
changes in the labour environment. This
will be made possible by strengthening
the employment services of JobsMalaysia
and increasing the latent workforce par-
ticipation, especially among women in the
labour market. Persons without disabilities
will also see increased opportunities for
entrepreneurship.
“The MoHR Strategic Plan 2011 – 2015
also includes maintaining a harmonious
industrial relations environment and
resolving industrial disputes in a fair and
thorough manner. Dynamic health and
safety practices will also be implemented
by promoting a safe and healthy work
culture to reduce accidents and work-
related illnesses. The ministry’s role is
to increase the level of awareness of
Occupational Safety and Health (OSH)
through the promotion of training and
enforcement within the industry and
workers. It aims to reduce accident rate
from5.72 : 1,000 employees to 4.72 : 1,000
employees,” Dato’ Sri Richard Riot said.
“A National Competitive Workforce
will also be developed by increasing
the number of skilled, competent and
disciplined human capital in the country’s
labour market through closemonitoring of
development of the training programmes.
The ministry will also transformTechnical
Education and Vocational Training (TEVT)
as a whole in order for it to be alignedwith
industry needs for instance with 1Malay-
sia Training Programme. Its short term
courses (customised andmodular courses)
will see growing number of participants
from 20,000 to 40,000 per year.
“And finally the MoHR Strategic Plan
2011 – 2015 also provides social security
network by increasing the number of reg-
istered workers protected under SOCSO
(Social Security Organisation).”
Dato’ Sri Richard Riot said the National
Minimum Wage has also been imple-
mented alongside the Minimum Retire-
ment Age for Private Sector Employees.
“Unemployment Insurance Scheme (UIS)
is also currently being researched towards
achieving this goal with its implementation
in the future.”
The ministry’s theme for the upcoming
Labour Day 2015 celebrations on May 1 is
“Healthy Workers, Higher Productivity”
(Pekerja Sihat, Produktiviti Meningkat).
The ministry further enforces the impor-
tance of health care among the workforce
as it ultimately believes that good health
could improve employees’ productivity,
innovation, creativity and quality of work
and bring them to greater heights.
“The ministry believes that the health
care aspect is very important and should
be given priority especially when dealing
with today’s lifestyle that has severely
changed. It endorses the fact that healthy
workers will produce excellent productiv-
ity and hence, lead to the progress of the
country in an effort to make Malaysia a
developed nation by the year 2020. These
